If the quota is full and the "other options" do not fit your needs, 
there may still be a way to obtain a quota license

If you believe that your LGU has experienced high population growth since the last federal census, you can ask your LGU to pass a resolution requesting a special census under MCL 436.1531(11).  This method requires that the LGU pay for the cost of a special census; in almost all situations, the LGU will expect repayment of this cost by the hopeful licensee.

In addition to establishing the availability of additional SDD licenses through a special census (above), Rule 436.1141(1)(d) allows an applicant to demonstrate a population increase using the "latest population estimates and projections prepared by the United States department of commerce, social and economic statistics administration, or bureau of the census."

The quota limitations may also be waived by the Commission if the applicant can demonstrate that there are no existing SDD licenses within 2 miles, measured along the nearest traffic route.
